Todd Yourell
Chief Executive Officer
Todd is an experienced Human Services Executive with over 20 years in senior management in Accommodation, Child Protection and Aged Care services. He has also sat on Boards for a Neighbourhood Centre, a Disability Advocacy Service, a School Council, multiple sporting associations and Anglicare Australia.
Trained in Human Physiology and Business Administration, together with his experience, he has developed a unique view on service provision and “what is quality”. Todd has been responsible for successfully growing a highly regulated Community Services NFP organisation by over 2500% in eight years, whilst implementing effective therapeutic programs and achieving wonderful outcomes. Todd has now focussed his career on Aged Care, where he believes there is a lot more to be done, especially in future develops for the industry. Todd holds a Bachelor of Science, Masters in Business Administration and is a Graduate of the Australian Institute of Company Directors. Todd is currently the Company Secretary for St Andrew’s.
Guy Degoumois
Chief Financial Officer
Guy possesses extensive expertise and experience in both financial management and aged care software, having developed and overseen systems that enhance efficiency, ensure compliance, and support organisational growth. As Finance Manager at St Andrew’s Village Ballina Ltd from 2001 to 2013, Guy played a key role in driving the success of financial operations. His leadership, project management, and training abilities are instrumental in achieving operational excellence at St Andrew’s.
Celeste Hartmann
Chief People and Culture Officer
Celeste has worked in Human Services for over 25 years, most recently serving as the State Manager of Community Programs with a charitable organisation. Through ongoing leadership training, she has embraced the value of a workplace culture that is kind, encouraging, professional, curious, collaborative, and courageous, all underpinned by effective communication. Celeste believes that everyone should have the opportunity to thrive in their workplace. She is enthusiastic in collaborating with the St Andrew’s team as they grow together and live up to the values of the organisation.
Tara Buggy
Chief Operating Officer
Tara has spent much of her career in the aged care sector, starting as a care worker at the age of 16 before becoming an Endorsed Enrolled Nurse. With experience across aged care, mental health, community aged care management, general practice nursing and care education, Tara has gained a broad understanding of the diverse needs of those in care. She has held various roles focused on ensuring compliance and supporting quality care. Tara is committed to making a difference in the lives of residents and is dedicated to helping St Andrew’s continue to provide excellent care.
Kelly Williams
Chief Clinical Officer
Kelly Williams has joined the St Andrews team with over 25 years’ experience as a registered nurse. Originating from an Intensive Care background, Kelly has worked within the aged care sector since 2013. She has worked previously at St Andrews as an RN supervisor and Educator. More recently she held positions as a Clinical Care Manager and Area Manager for a home care provider. She returned to St Andrews in December 2022 as a Clinical Care Manager and brings a genuine passion for quality aged care and leadership.
Kim Thomas
Retirement Living Manager
Kim is a local and community minded individual with a passion for helping others. Her career includes 24 years in local media developing leading multi award winning teams, and business development. Kim has received a number of national and local awards for outstanding achievement, innovation and leadership with her past employers. She has formal qualifications in frontline management, business development, sales and marketing and has been a successful small business operator and past Board member of a local Chamber of Commerce. She has been instrumental in the planning and development of community festivals and events across the region. Kim values the importance of volunteering in the community (and is herself a volunteer). She commenced with St Andrew’s in 2020 and continues to assist with volunteer recruitment and auxiliary fundraising in addition to managing several our retirement village communities.
Kamini (Kim) Kumar
Facility Manager (St Andrew’s Ballina)
Kamini Kumar is an experienced healthcare leader with a strong background in aged care and clinical services. She has led teams, overseen accreditation preparation, coordinated staff training, and ensured quality, person-centred care. Recognised for her collaborative and supportive leadership, Kamini is passionate about mentoring staff, enhancing resident wellbeing, and fostering a positive workplace culture. She combines extensive practical experience with advanced education, including a Master in Nursing Leadership and a Graduate Certificate in Gerontology, to drive excellence in aged care.
Joshua Milosevic
Facility Manager (St Andrew’s George’s Cottages and St Andrew’s Byron Lodge)
Josh has dedicated more than 15 years to the aged care and health sector, beginning his career as a Care Worker and Enrolled Nurse before becoming a Registered Nurse. Throughout his career, he has gained extensive experience in dementia care, hospital-based nursing, wound management, and clinical leadership, giving him a deep understanding of the complex and varied needs of residents.
Most recently, Josh served as Care Manager at the Ballina Residential Aged Care Facility, where he oversaw resident care, AN-ACC , compliance, and the delivery of quality outcomes. As a Registered Nurse and committed leader, he is passionate about fostering a supportive workplace culture where both staff and residents can thrive. As a Registered Nurse and dedicated leader, Josh is committed to building a positive and supportive workplace culture that empowers staff and enhances the wellbeing of residents. Josh remains focused on delivering safe, person-centred care and takes pride in upholding the values and vision of St Andrew’s.
