Putting Residents’ Rights Front and Centre: What the New Statement of Rights Means at St Andrew’s

From 1 November 2025, aged care providers across Australia will begin operating under the new Aged Care Act. One of the most significant changes is the introduction of the Statement of Rights — a clear and powerful affirmation of what older people receiving aged care services are entitled to.

What Are These Rights? 

The Statement of Rights ensures that every older person receiving care has the right to: 

  • Make decisions about their life and care — and have those decisions respected. 
  • Be treated with dignity and respect at all times. 
  • Access safe, quality aged-care services that support their identity, culture, diversity, and community connections. 
  • Receive information in a way they understand, communicate their wishes, and raise concerns without fear. 
  • Stay connected with loved ones, community, culture, or Country (for Aboriginal and Torres Strait Islander peoples). 

These rights are not just ideals — they are now embedded in law, and in the way aged care must be delivered. 

 How St Andrew’s Is Putting These Rights into Practice 

We’re taking proactive steps to ensure these rights are upheld in every aspect of care: 

  • Policy and procedure reviews to align with the new Act and reflect resident rights. 
  • Staff training and resources to help our team understand how to apply these rights in daily care — from asking about preferences to adjusting support accordingly. 
  • Care planning and handovers that include conversations about culture, identity, and personal choices. 
  • Strengthened feedback systems so residents and families can raise concerns and see meaningful action. 
  • A culture of respect and openness, where both resident voices and staff insights are valued.
